The girls, aged 4 and 7, were found in a Fruitland Park, Florida apartment that was swarming with flies and filled with rotting food, police said.
The four-year-old daughter, who has a learning disability, told police 29-year-old Matthew Pasco had molested her in the bathroom.
Her mother, Crystal Yasbeck, 31, told police the girl had injured herself on a friend's trampoline but had refused to take her to hospital for two days.
